Google Search Campaign Types

A- When you click on create new campaign button you will see below options

1 - Create Campaign With Goal

2 - Create Campaign Without Goal

B- Ideally you need to start with without Goal because it will give you full option of setup

C- You need to choose Search Network

Ads can appear near Google Search results and other Google sites when people search for terms that are relevant to your keywords.

Easy way to get additional conversions at similar or lower costs than Search with unused Search budget.

=> Include Google Display Network

D- Add Location of your audience Plus budget of campaign

E- Select bidding strategy - it depend upon goals initially start with manual cpc

F- After that what you need to do is to shortlist keywords either through keyword planner or any third party keyword tool

G- Then you need to regroup keywords in ad group so it will become logical structure

e.g. Place Keywords cat food , cat food online , buy cat food  in 1 ad group like Cat Food Online

H- Then you need to publish ads either ETA (Expended Text Ads) or Responsive. 

I - Setup Extensions e.g. call out, structure snippet, image , sitelink  in order to get High CTR

J - Then you need to add audience with campaign with remarketing or broad depends upon your goal
